Gefährdungshinweis für Ägypten (BMI B 3 - 50008/32#1 vom 03.12.2014)
Hintergrund
Am 12. November 2014 wurde im Mittelmeer – ca. 40 Seemeilen vor der ägyptischen Küste, auf Höhe der Küstenstadt Damietta – ein Wach- und Patrouillenboot der ägyptischen Marine von mehreren Fischerbooten angegriffen. Es kam zu einem Feuergefecht, bei dem 4 Soldaten verletzt wurden. Weitere 8 Soldaten gelten als vermisst.
Es ist bislang ungeklärt, ob es sich bei dem Vorfall um einen gezielten terroristischen Anschlag auf die ägyptische Marine handelte oder um ein zufälliges Aufeinandertreffen mit Schmugglerbooten.
Bereits am 31. August 2013 wurde im Suezkanal ein Containerschiff von Land aus beschossen. Die Hintergründe dieses Vorfalls sind ebenfalls nicht bekannt.
Hinweise auf konkrete Anschlagsplanungen gegen den zivilen Seeverkehr liegen nicht vor.
In Anbetracht der insgesamt verschärften Sicherheitslage in Ägypten sowie der bestehenden abstrakten Gefährdung des zivilen Seeverkehrs sind weitere Vorfälle in den Gewässern vor Ägypten sowie im Suezkanal einzukalkulieren.
Verhaltensempfehlung
Es wird empfohlen, die Gewässer vor Ägypten – das Mittelmeer, den Suezkanal und das nördliche Rote Meer – mit erhöhter Wachsamkeit zu befahren. Insbesondere sollte auf herannahende Klein- und Schnellboote geachtet werden.
Background
On 12 November 2014, a patrol boat of the Egyptian naval forces was attacked by several fishing boats. The incident occurred about 40 sea miles off the Egyptian coast, at about the same latitude as the coastal town of Damietta. Four soldiers were wounded in a shoot-out; eight soldiers have been reported missing. It is still unclear whether this was a targeted terrorist attack against the Egyptian navy or an incidental encounter with smuggler boats.
Already on 31 August 2013, a container ship came under fire from the shore during passage through the Suez Canal. This incident has not been resolved either.
There are currently no indications that specific attacks against civil maritime traffic are being planned. In view of the critical security situation in Egypt and the high level of general threat to civil maritime traffic, we can expect further incidents harmful to maritime transport in the waters off the Egyptian coast and in the Suez Canal.
Recommendations for action
It is strongly recommended to increase vigilance when operating in Egyptian waters, in particular the Mediterranean Sea, the Suez Canal and the northern areas of the Red Sea. Vessels should watch out for approaching small boats and speedboats.
